PRESS STATEMENT ON

BANTUAN KHAS SARAWAKKU SAYANG (BKSS) 2020

 

 

The objective of this press release is to update the public on the progress of implementation of Bantuan Khas Sarawakku Sayang (BKSS) 2020 initiatives particularly on the followings:

 

a)    BKSS Incentive for Eligible B40 Household earning below RM4,000 per month;

b)    BKSS Incentive for Eligible Single Sarawakians age 21 and above earning below RM2,000 per month; and

c)     Other BKSS Cash Payment Incentives.

 

As a concern Government, Sarawak Government has announced 16 measures for BKSS 1.0 on 23rd March 2020, 4 measures for BKSS 2.0 on 10th April 2020 and 8 measures under BKSS 3.0 on 8th May 2020 to benefit all Sarawakians. 

 

The main objectives of BKSS 2020 were mainly to address the pain points of societal needs as well as industries needs across level of societal classes and scale of business entities during the Covid-19 pandemic crisis.

 

The measures included cash hand-out, low repayment deferment, interest-free soft loan for SMEs, monthly incentive for frontline personnel, and discounts on utility bills for consumers in Sarawak.

 

All these initiatives have benefitted targeted groups. Sarawak Government also received lot of positive feedbacks from the recipients of the assistances which have enable the rakyat to lighten their financial burden and sustain their businesses and livelihood.

 

However, Sarawak Government also received some negative comments and concerns from the people who feel that they deserve the assistances but have not received it. These concerns are mainly on the following measures:

 

(a)     BKSS Incentive for Eligible B40 Household earning below RM4,000 per month; and

(b)     BKSS Incentive for Eligible Single Sarawakians age 21 and above earning below RM2,000 per month.

 

As a transparent Government, Sarawak Government would like to share the detail status for the implementation of BKSS Incentive for Eligible B40 Household earning below RM4,000 as at 17th July 2020 is as follows:

 

(a)     The total number of eligible BKSS B40 Household is 369,139. This number include those listed in Bantuan Sara Hidup (BSH) 2019 (406,234 number of B40 Household) and BSH 2020 (369,139 number of updated B40 Household including appeal to LHDN).

(b)     406,234 B40 Household recipients based on BSH 2019 list have received payment with a total expenditure of RM304.68 million.

(c)      78,123 B40 Household based on updated BSH 2020 list have not received payment. This number also include approved 28,372 B40 Household Appeal through District Offices and online system.

(d)     Therefore, the 78,123 B40 Household will be paid end of July 2020 with an estimated expenditure of RM117.18 million.

 

Status for the implementation of BKSS Incentive for Eligible Single Sarawakians age above 21 earning below RM2,000 per month as at 17th July 2020 is as follows:

 

(a)     The total number of eligible BKSS B40 Single is 419,395. This number include those listed in BSH 2019 and BSH 2020 (updated based on appeal to LHDN).

(b)     114,683 B40 Single recipients have received payment with a total expenditure of RM57.21 million.

(c)      270,863 B40 Single have not received payment. This number also include approved 127,819 B40 Single Appeal through District Offices and online system.

(d)     Therefore, the 270,863 B40 Single will be paid end of July 2020 with an estimated expenditure of RM135.43 million.

 

The status of implementation for other BKSS Cash Payment Incentives as at 17th July 2020 is as follows:

 

(a)     For the Special Monthly Incentives for the Frontline Personnel Involved in COVID-19, a total of 29,464 frontline personnel have received the payment incentives for RM200 per month for the period of April to June 2020 with a total expenditure of RM12.64 million. These front-liners include Kementerian Kesihatan Malaysia (KKM), Jabatan Imigresen Malaysia (JIM), Polis DiRaja Malaysia (PDRM), Bilik Gerakan Negeri (Ops Room), Angkatan Tentera Malaysia (ATM), RELA, Bomba, Kastam, Angkatan Pertahanan Malaysia (APM) and the Media.

 

(b)     Assistance for Hawkers and Petty Traders. A total of 15,829 hawkers are eligible after verification by the Local Authorities. Out of a total 15,829 hawkers, 9,623 hawkers have been paid through Sarawak Pay and 6,206 hawkers paid through BSN.

 

(c)      Incentive for Owners and Operators of Penambang Registered with Sarawak River Board (SRB). As of 17th July 2020, a total of 149 Penambang have been paid with the total expenditure amounting RM74,500. There are still 17 Penambang pending payment and 33 pending verification from SRB.

 

(d)     Incentive for License Van Operators, Taxi Drivers and School Bus/ Van Operators in Sarawak. As of 17th July 2020, 257 License Van Operators pending verification from Commercial Vehicle Licensing Board (CVLB). About 384 School Bus/ Van Operators still pending payment. A total of 840 Taxi Drivers have received incentives with total expenditure of RM504,000.99. Taxi Drivers are still in the process of payment and 74 pending verification from CVLB.

 

(e)     Special Grant Assistance to License Tourist and Park Guide. As of 17th July 2020, 236 License Tourist and Park Guide have received the incentive payment with total expenditure of RM354,000.

 

In summary, the first list for BKSS Incentive for Eligible B40 Household was based on BSH 2019 as that was the only list available from LHDN. Thus, there are many complaints by some that they are eligible for BKSS but not listed. Additionally, there were also request from Single Sarawakian for the assistance as they were also affected by the pandemic.

 

In response, Sarawak Government opened for appeal for both Eligible B40 Household and B40 Single which was closed on 31st May 2020.

 

On 19th June 2020 we received BSH 2020 list from LHDN for 369,139 eligible B40 Household and 419,395 eligible B40 Single Sarawakian.

 

Subsequently, we are able to verify the Appeal list to accommodate those who were eligible but not listed in BKSS for both 53,472 B40 Household and 147,501 B40 Single Sarawakians. The total expenditure requirement is RM80.21 million for B40 Household and RM73.75 million for B40 Single Sarawakians which will be paid end of July 2020.

 

As of 30th June, 2020, Sarawak Government total expenditure for BKSS 1.0, BKSS 2.0 and BKSS 3.0 is RM1,451.99 million and we have paid out so far a total amount of RM745.612 million cash for the BKSS 2020 program.
