KUCHING (Nov 24): A total of RM300 million will be allocated in 2026 to begin the construction of new housing and related facilities across several districts in Sarawak, as part of efforts to strengthen institutional support for the Sarawak Civil Service (SCS).
Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg said the initiative underscores the state government’s commitment to improving living standards and enhancing support systems for those serving the state.
“Recognising the critical role of civil servants in delivering public services, we will continue our efforts to improve access to quality housing,” he said when presenting the Supply (2026) Bill 2025 at the State Legislative Assembly Complex here on Monday.
He added that RM48.5 million will be allocated next year for training and talent development programmes for SCS officers, including technical skills, in-service training, as well as leadership and executive development for senior and emerging leaders.
“The SCS must be equipped with the right skills, knowledge and mindset to deliver quality public service and drive the government’s development agenda effectively,” he stressed.
Abang Johari added that under the Sistem Saraan Perkhidmatan Awam (SSPA), the state government will implement a further 7 per cent salary increase in 2026 amounting to RM56 million, following Sarawak’s adoption of the new pay structure last year in line with the federal government’s decision.
“The initial 8 per cent salary increase took effect early this year, involving a total allocation of RM67 million,” he noted.
He said RM1.26 million will be set aside next year for programmes to enhance employee well-being and work–life balance, including studies to support future policies such as hybrid work arrangements, special needs assistance and return-to-work initiatives.
The Premier further highlighted planned restructuring within government departments and agencies aimed at eliminating overlaps, strengthening clarity and accountability, ultimately improving work processes across the civil service.
Meanwhile, RM27 million will be allocated for ICT upgrades and RM299 million for system maintenance in 2026 to support efforts to improve the ease of doing business through smarter, more connected and streamlined service delivery.
Additionally, Sarawak’s two major reform initiatives — the Transformation of State-Owned Enterprises and Results-Based Budgeting — will receive a combined allocation of RM17.4 million next year.
