SARAWAK OIL & GAS SERVICES & EQUIPMENT (OGSE) ROADSHOW 2022 CLOSING REMARKS YAB DATUK PATINGGI TAN SRI (DR) ABANG HAJI ABDUL RAHMAN ZOHARI BIN TUN DATUK ABANG HAJI OPENG PREMIER OF SARAWAK 23 JUNE 2022 Bismillahirrahmanirrahim Assalamualaikum Warahmatullahhiwabarokatuh, Salam Sejahtera dan Salam Sarawakku Sayang Salutations First and foremost I would like to thank the organisers for inviting me to officiate and deliver my closing remarks for the Sarawak OGSE Roadshow 2022.
As mentioned on my behalf by YB Dr Hazland Abang Hipni, Deputy Minister of Energy And Environmental Sustainability, Sarawak during the official launch of the Sarawak OGSE Roadshow 2022 yesterday, I would like to reiterate that the Sarawak Government appreciate the effort of the Malaysia Petroleum Resources Corporation (MPRC) and the Economic Planning Unit (EPU) Sarawak for jointly organising this inaugural Sarawak Oil & Gas Services & Equipment (OGSE) Roadshow. As the oil and gas industry ventures into new verticals of growth, events such as this Sarawak OGSE Roadshow 2022 present vibrant platforms for industry players to gather and explore opportunities for sustainable value creation. Ladies and gentlemen, Sarawak is primed for supporting the continued growth of the oil and gas industry as well as developing new industries which harness our natural resources responsibly and sustainably, while creating inclusive socioeconomic growth.
As you have just witnessed, some of Malaysia and Sarawak’s most influential oil and gas players PETRONAS, PTTEP HK Offshore Limited and Sarawak Shell Bhd have signed a Heads of Agreement towards building onshore plants that forms part of Sarawak Integrated Sour Gas Evacuation System (SISGES) project. While this project is expected to ensure and maintain the flow of energy for Sarawak, more importantly, this will pave the way for major investment and opportunities for further socioeconomic development in the State of Sarawak. To ensure the success of SISGES, the Sarawak government would like to reaffirm its commitment to building and maintaining a stable and conducive business and investment environment for the sustainable growth of the oil and gas industry, both upstream and downstream in Sarawak. Ladies and gentlemen, From opportunities in traditional oil and gas exploration and production to prospects for further developing the liquefied natural gas (LNG) market, to petrochemicals and through to green energy, I would like to emphasise that Sarawak’s oil and gas industry is geared towards the post-COVID-19 recovery phase and the achievement of our high-income, developed status aspirations for the State by 2030. These opportunities present vital pathways for economic growth as well as income generating activities. For example, as part of the energy transition, we are also positioning the State to become a hydrogen producing hub in the region. This initiative will require, among others, engineering expertise throughout the value chain, especially during the engineering, procurement, construction and commissioning (EPCC) stage. This presents opportunities for Sarawak OGSE companies, which have developed their capabilities in this area, to participate in servicing these works, in addition to creating opportunities for the utilisation of local Sarawak OGSE manufacturing and fabrication yards. These activities, in turn, will create high-income employment opportunities for skilled and semi-skilled workers. Sarawak OGSE companies are also well-placed to offer their expertise in practicing the highest level of health, safety, and environment (HSE) standards. Ladies and gentlemen, The examples I have shared are just some areas which may be explored by Sarawak’s OGSE companies to participate in towards moving higher up the oil and gas value chain and promoting the energy transition. While there may be challenges for our local OGSE companies to enter into these new businesses, I am encouraged by measures such as the National OGSE Industry Blueprint (OGSE Blueprint) 2021-2030 overseen by the EPU and MPRC, which are designed to provide OGSE companies with a leg-up into higher value, sustainable verticals. I understand that in providing long-term support to help future-proof OGSE SMEs, the 31 initiatives of the OGSE Blueprint include, among others: ● Funding assistance from the OGSE Development Grant; ● Export promotion; ● Human capital development; and ● Empowering companies to transition into adjacent industries such as renewable energy In view of this, I encourage Sarawak’s OGSE SMEs to harness the available opportunities from the OGSE Blueprint 2021-2030 to empower their businesses with the capacity and capabilities to conquer new frontiers amid the energy transition. I trust that this Sarawak OGSE Roadshow 2022 has provided you with valuable insights into the Sarawak Government’s direction in ensuring sustainable value creation for the State’s oil and gas industry. I believe that the representatives from EPU Sarawak and MPRC have also shared advice on the support available from the Federal Government to aid in the continued growth of the country’s OGSE companies. I am optimistic that through close collaboration and dialogue among all parties, Sarawak OGSE companies will be able to contribute to the achievement of not only the State’s development aspirations under the Post-COVID-19 Development Strategy (PCDS) 2030, but also to the continued prosperity of our Nation as a whole.
